House of Commons Parliamentary Papers (HCPP) 数据库是研究英国、英国殖民地及当时世界的重要文献，涵盖了1688年至今的20多万份英国政府在社会、政治、经济以及外交政策等各个领域的国会下议院文件，最早可追溯到1688年，可提供数字化的原文图片、全文和详细的索引信息检索。
HCPP 源自Chadwyck-Healey公司1980年至1983年间出版的《19世纪英国国会下议院议会文件》(the nineteenth century House of Commons Sessional Papers)的缩微胶片内容，包括了79,527页的缩微图像，包括四百二十万页文献。附带5卷索引的英国国会下议院议会文件Peter Cockton''''''''''''''''s 主题目录（Subject Catalogue of the House of Commons Parliamentary Papers, 1801-1900）,其是整套议会文件的第一个主题列表。
HCPP将这两种资源整合在一起，使各领域研究者能更深入挖掘19世纪100年间关于英国国会下议院政策制定、研究、通信交流和报告等重要信息。同时也收录了源自20世纪英国国会下议院议会文件的缩微胶片内容 （ twentieth century）107,965份议会文件、52万多页文献。其数字化内容在不断补充，最新内容可延伸到最新的议会会议文件，且同时可以检索到1901-1979 年间英国皇家文书局（HMSO） General Alphabetical Indexes 和1979年至今的议会联机情报系统Parliamentary On-Line Information Service (POLIS)会议文件的索引记录。2005年 POLIS 更名为Parliamentary Information Management Service (PIMS)。这些索引记录涵盖了19世纪广泛的的主题目录，其不断新增索引信息。
如今，HCPP 还包含British official publications Collaborative Reader Information Service(BOPCRIS)的18世纪议会会议文件专辑（The Eighteenth Century Parliamentary Papers Collection），这些内容包含了英国下议院和上议院1688 到 1834年间的出版物会议文件、期刊和议会私法法例；还涵盖了University of Southampton、British Library 和 University of Cambridge出版的数字版主要议会文件专辑。
